With a 2003 facilities capital budget of $250 billion and an operational budget of $5 billion, the Pacific Air Forces report thousands of office buildings, 29 retail buildings (nine shopping centers and 20 chain stores), 15 educational buildings, nine healthcare buildings, hundreds of hotel/motel buildings, and thousands of multi-family housing structures. In the Buildings’ 2002 questionnaire, the agency reported responsibility over in excess of 1.029 billion square feet of space.

As the Government of Canada’s major common service organization, it is the job of Public Works and Government Services Canada (PWGSC) to help keep the wheels of government turning as smoothly as possible. Each year, the Architectural and Engineering Services (AES) center of expertise within the Real Property Services (RPS) branch delivers a national program of professional and management services for the planning, design, and construction of federal buildings and facilities, as well as environmental and other special and advisory services (awarding 2,000 construction contracts worth more than $700 million, and more than 500 contracts worth about $75 million). At the same time, the organization is “greening” the National Master Specification to reflect best practices in construction methods and referencing recent Canadian legislation regarding the environment. A Federal Buildings Initiative supports private-sector companies in renovating federal buildings so they are more energy efficient.

The General Services Administration (GSA), Public Buildings Service is the landlord of the civilian federal government, with a total inventory of over 330 million square feet of workspace for employees in 2,000-plus American communities. The agency leases space to its federal customer agencies (approximately 55 percent of the built inventory – more than 1,700 – is government-owned buildings), while offering the following services: repair, alteration, and renovation of existing facilities; building security; property disposal; historic preservation/maintenance; and more.

Delivering mail to almost 138 million homes, businesses, and post office boxes, the USPS reports that it invested more than $978 million in new or improved buildings and mail processing equipment in 2002. The organization leases 26,594 facilities at a cost of $818.9 million a year, providing tax revenue to thousands of communities.

As one of the largest public housing agencies in the nation, providing assisted housing for about 134,000 low- and moderate-income residents in the city of Chicago, the Chicago Housing Authority (CHA) consists of federally funded family developments, senior housing, scattered site housing, and city/state housing, as well as Section 8 vouchers. In 2003, the CHA has been preparing for its fourth year of the Plan for Transformation, a comprehensive effort to provide newer, safer, more physically sound and economically viable living conditions for its residents. At the heart, is the CHA’s commitment to construct or rehabilitate approximately 25,000 units of public housing. In response to Buildings’ 2002 questionnaire, the CHA reported it owns or oversees 2,300 multi-family buildings.

The Port Authority of New York and New Jersey (PANYNJ) operates some of the busiest and most important transportation links in the region, including John F. Kennedy International and LaGuardia airports; the George Washington Bridge; the Lincoln and Holland tunnels; the PATH rapid-transit system; and the Port Authority Bus Terminal in midtown Manhattan. Financially self-supporting, PANYNJ noted the following in its response to Buildings’ questionnaire in 2002: 100 Office Buildings, 2 million square feet; 15 Government Buildings, 600,000 square feet; 30 Industrial Buildings, 1 million square feet. According to the agency’s 2003 Budget Plan, approximately $19.78 million is invested in facilities assets.

The Texas Department of Criminal Justice (TDCJ) operates state prisons, state jails, parole, and provides funding and certain oversight of community supervision (previously known as adult probation). The agency’s Facilities Division, “aspiring to be a leader in Facilities Management,” provides its customers with innovative, top-quality, and environmentally sustainable products and services in a cost-effective and timely manner. The division’s 572 employees at TDCJ headquarters and 1,233 unit maintenance employees working at TDCJ units throughout the state provide the long-range and day-to-day care required to keep the TDCJ $7.5 billion (replacement value) physical plant operating 24/7/365. Response to Buildings’ 2002 questionnaire indicates the agency has 2,900-plus Government Buildings, totaling 14.8 million square feet.
