How big of an impact have water-efficient toilets had over the last 20 years?

Low-flow toilets have saved enough water to fulfill the needs of Los Angeles, Chicago, and New York for two decades, according to the Alliance for Water Efficiency.

This is attributed to the implementation of the Energy Policy Act in 1992, which required the installation of toilets that use no more than 1.5 gallons of water per flush, 54% less water than the 3.5 gallons per flush toilets found prior to legislation.

In total, an estimated 18.2 trillion gallons have been saved through the use of more efficient toilets, which is about 4.6 billion gallons of water each day. Further water reductions are achieved through high-efficiency 1.28 gpf EPA WaterSense labeled toilets.
