DOE worked with 25 partners, including 18 states, 6 cities, and 1 school district to streamline the energy savings performance contracting (ESPC) process. The resulting toolbox includes a financing decision tree, an ESPC vs. Design-Bid-Build comparison and the Virtual Technical Assistant, an online guide that walks users through the five phases of developing and
implementing an ESPC project.

2. DSIRE DATABASE OF INCENTIVES FOR RENEWABLES AND EFFICIENCY

Select your state and this database gives you an up-to-date list of current incentives for energy upgrades. DSIRE is the most comprehensive source of information on incentives and policies that support renewables and energy efficiency in the U.S. The list is continually updated as incentives expire and new ones appear. Presentations and publications are also available.

3. CASH FLOW OPPORTUNITY CALCULATOR

This downloadable tool in Excel format helps inform strategic decisions about financing energy efficiency projects. You can estimate how much new equipment you can finance using anticipated savings and determine whether you should finance now or wait for a lower interest rate. How much new energy efficiency equipment can you purchase from the anticipated savings?

4. BUILDING UPGRADE MANUAL

The 265-page guide to profitable energy efficiency upgrades is presented in an easy-to-understand framework. Chapters address the ENERGY STAR buildings five-stage approach, leading you through the entire planning, financing, implementation and retrocommissioning process. Other chapters address specific systems (lighting, air distribution, envelope) and building types (retail, schools, etc.).
